  1. Respect documented community governance decisions and procedures

    Follow certified outcomes, published voting procedures, and the permanent governance record. Disagreement is allowed; ignoring or misrepresenting an official decision is not.

  2. Protect the daoCAT governance community

    Do not knowingly harm, manipulate, impersonate, threaten, or exploit the community, its members, its records, or its governance systems.

  3. Participate honestly and in good faith

    Use your own member identity, provide truthful information, and do not coordinate deceptive voting, false submissions, or attempts to distort a governance result.

  4. Treat every member with respect

    Challenge ideas without attacking people. Harassment, discrimination, threats, targeted abuse, and deliberate intimidation are outside the daoCAT standard.

  5. Keep private governance matters organized and confidential

    Information clearly shared as private—including member access details, private deliberations, and sensitive case material—must not be exposed or redistributed without authorization.

  6. No unauthorized promotion or spam

    Do not use daoCAT spaces, member information, or governance tools for repetitive promotion, unsolicited advertising, referral farming, or unrelated solicitation.

  7. Communicate before disengaging

    If you hold an active responsibility, notify the appropriate member or governance operator when you can no longer complete it. A member is never required to explain a private personal matter.

  8. Contribute constructively

    Feedback, disagreement, and criticism are welcome when they help the community understand a concern or move toward a solution. Deliberate disruption is not constructive participation.

  9. Standards apply equally to every member

    Status, holdings, tenure, XP, relationships, or community role do not place any Legend above the Core Rules or provide extra governance authority.

  10. Verified violations result in restriction and reapplication

    A Core Rule violation must be documented before enforcement. Once a restriction ends, membership is not restored automatically: the person must submit a new daoCAT application and receive approval before returning as an Active Legend.

CORE RULE ENFORCEMENT

Restriction is documented. Return requires reapplication.

A verified breach of a Core Rule results in member restriction. When the restriction period is complete, access and Active Legend status do not return automatically. The person must reapply for daoCAT membership and receive approval before returning.

Restriction removes participation access during the documented restriction period. Reapplication permits a new membership review; it does not guarantee approval.
PURPOSE & BOUNDARIES

Community governance, clearly defined.

daoCAT is a community governance system for the daCAT ecosystem. It does not control the $daCAT token contract, move funds, or automatically execute token or financial actions. Poll outcomes document community decisions and require separate, authorized implementation where applicable.

MEMBERSHIP ELIGIBILITYIN EFFECT

Legends meet every requirement.

New daoCAT applicants must own at least one HATS n’ daCATs NFT, hold $daCAT, and receive private approval. The minimum $daCAT amount has not yet been determined and no threshold should be inferred. Grandfathering is limited to the fixed, governance-verified pre-rule roster and is never assigned automatically to a new applicant.

Holdings establish eligibility only. Additional tokens or NFTs never provide additional governance votes.

Vote resolution

Majority with top-two runoff

If no choice receives a majority of deciding votes, the two leading choices advance to a runoff. A true tie that prevents naming two leading choices requires a new vote.

Approval threshold

More than 50% of deciding votes

Deciding votes are ballots cast for a choice. Abstentions are not deciding votes and do not support or oppose any choice.

Quorum

At least 50% of eligible Active Legends

Eligibility is fixed from the Active Legend snapshot when the poll is published. The required whole-Legend count is rounded up when the eligible total is odd. Abstentions count toward quorum but not toward determining the winning substantive option.

Standard voting duration

48 Hours

Standard voting duration is 48 Hours, certified by POLL-003. Special circumstances requiring different timelines may be addressed through future governance rules.

Ballot identity

One Legend ID, one changeable ballot

Each permanent Legend ID receives one ballot that may be changed during the published voting window. Additional holdings do not create additional governance votes.

New member eligibility

HATS NFT + $daCAT holder + private approval

Inactivity threshold

60 days

Sustained inactivity may move a Legend out of active membership after documented review.

Official poll participation threshold

Below 25% → Inactive review

Participation uses completed official polls for which the Legend was eligible after tracking began. Abstain counts as participation. Exact participation below 25% creates a private daoCAT verification review; exactly 25% remains compliant. A confirmed transition preserves the permanent Legend record and requires reapplication before return.

XP RECOGNITION

Recognition never changes authority.

A completed five-day login streak earns 5 XP. XP is recognition-only and never changes voting power, membership eligibility, token rights, or financial authority. No other XP amount is certified in this registry.
